Oxfam-Solidarité a Belgian development and humanitarian aid NGO, is a member of Oxfam International, which is a confederation of 19 Oxfam’s networked together in 94 countries, as part of a global movement for change, to build a future free from the injustice of poverty.
In 2019, Oxfam-Solidarity (OSOL) will undertake a participatory strategic planning process to develop a five-year Strategic Plan (2021 to 2026) , aligned with the Oxfam International Strategic Plan (OISP) for the same period, end therefore we are looking for a consultant supporting us in developing a multi-annual strategic plan.
Summary of Consultant Duties :
The primary components of the proposed process are as follows :
Coordinate evaluation of the preceding Strategic Period (2017-2019), through e.g. several program evaluations;
Facilitate internal and external context analysis, using three distinct instruments (analysis on departmental level, bringing in expertise of external experts, plenary sessions with all staff on transversal themes);
Composition and validation of wrap up document context analysis;
Facilitation of two-day retreat for OSOL’s Senior Management Team;
Composition and validation of high-level steer following retreat;
Support departments in composing their multi-annual strategies per change goal & enabling goal;
Compose OSOL strategic plan, integrating narrative strategic plan and supporting organizational financial strategy.
January 2019 April 2020 : Ca. 150 days spread out over ca. 18 months, or until completion of the task.
Monthly Process Updates to the Senior Management Team and Board of Supervisors;
Wrap-up document context analysis;
Draft High-level steer ;
Draft departmental multi-annual strategies;
Draft OSOL Strategic Plan 2020-2026 plus executive summary.
Master’s Degree in international affairs, development cooperation, public policy, business administration, or related field.
Senior Strategic Planning professional (10+ years of experience), proven excellent facilitation skills.
Past experience working with NGOs and non-profit sector a plus.
Excellent knowledge of Sustainable Development Goals (SDGs), relevant multilateral institutions, as well as Belgian government and not-for profit landscape.
Experience managing complex projects with multiple stakeholders under tight deadlines.
Working knowledge of French, Dutch, and English.

Place of Work :
Oxfam-Solidarity’s main seat is in Molenbeek (Bruxelles), at 60, Rue des Quatre-Vents. A desk and desktop computer, together with a functional e-
mail address, will be put at the disposal of the consultant throughout the duration of his / her assignment to help facilitate the task.
However, the consultant is free to work from any other location at his / her own choice.
