Country Market Access Lead Belgium and Business Unit (PVU) Access Lead Northern Europe .

The Country MA Lead BE’s main responsibility is to gain / secure - and where needed - maintain and / or enhance to UCB Patient Solutions in Belgium by gathering and integrating local payer and ecosystem insights and translating these into value-

based access solutions for the UCB developmental and in-market portfolio. He / She will also provide direction and own the execution of interactions with external and internal individual and institutional stakeholders in the Belgian health ecosystem to achieve the above-mentioned goal.

In addition to the role as Belgian Market Access Leader, the incumbent may also assume cross-country responsibilities for the coordination of market access strategy and implementation for one of UCB’s Business Units (PVUs) across the entire NE region (BENELUX, Denmark, Finland, Norway and Sweden)

Objectives and responsibilities will include :

Gain / secure - and where needed, maintain and / or enhance to UCB Patient Solutions (including both in-market as well as late-

stage developmental UCB assets) in Belgium, which includes :

  • Gather insights from Belgian payer representatives and other ecosystem stakeholders on the payer value and market access drivers and challenges for these assets in the Belgian ecosystem
  • Drive / own the development and submission of qualitative, insights-driven and value-based local Pricing & Reimbursement dossiers for the above-
  • mentioned assets to the Belgian Reimbursement Commission and Ministry of Economic Affairs

  • Own the external, pro-active and reactive engagement with Belgian payers and relevant institutional and individual ecosystem stakeholders in Belgium to achieve pricing and reimbursement success for the above-mentioned asset
  • Where and when needed, monitor, prepare, submit and implement relevant tenders / contract according to the relevant local ecosystem (e.
  • g. hospital) needs and seek and obtain internal approval of gross and net prices for UCB assets for the Belgian market

  • Contribute to local PVU strategies and tactics, in collaboration with internal local and regional stakeholders such as ecosystem leads, healthcare partners, MSL etc
  • Through external contacts build and maintain relationship with targeted stakeholders according to planning and strategy to achieve UCB objectives
  • Proposes business orientated actions based on an expertise understanding of development in the health eco systems and the consequences of the development for UCB.
  • Coordinate activities for market access strategy and implementation for one of UCB’s Business Units (PVUs) across the entire NE region (BENELUX and , Denmark, Finland, Norway and Sweden ), including :

  • Implement and adapt Global PVU access strategy across NE in close collaborations with Country Market Access Leads, NE PVU and LPVU s.
  • Responsible for market access in PVU NE LT
  • Represent NE Market Access in global, EU, NE PVU meetings and disseminate content and outcomes to NE Market Access team
  • Key Deliverables

  • Qualitative pricing and reimbursement dossiers and tender submissions finalized as per agreed timelines
  • Reimbursement of UCB in-market and late-stage assets in the desired patient (sub populations at target gross and net price in Belgium at national retail or where applicable hospital level
  • Net price solutions according to ecosystem for PVU s
  • Ecosystem expertise, set-up and maintenance of local payer and stakeholder network at national and - for targeted stakeholders -
  • at sub-national level for the different disease areas of interest at UCB in Belgium

  • NE Access Implementation plan (activities, deliverables, P&R KPIs) for the PVU for which the incumbent would be the regional coordinator
  • Defining and implementing NE PVU access strategy
  • Lead, coordinate and follow up access work flow according to PVP (Patient Value Planning)
  • Align and follow up with NE PVU head on overall market access contribution to PVU

  • Education

  • Bachelor’s degree required
  • Master’s degree preferred
  • Experience

  • 3-6 years of experience in operating in an access role in the Belgian national ecosystem and related P&R decision making processes with health care
  • Proven successful project and content management of Class I P&R submission dossiers for pharmaceuticals in Belgium, ideally for biologics / large molecule assets
  • Experience with preparation and execution of local / hospital tenders in the Belgian environment,
  • Ability to identify needs, design, implement and follow up solutions to create access
  • Proficiency in influencing, negotiation and networking in the Belgian healthcare environment
  • Successful strategic & commercial track record
  • Experienced in developing advanced business cases
  • Experience in interacting / coordinating across countries and organizational levels with respect to access implementation within a pharmaceutical company (local, area, regional, global) in the Northern European area is an asset
  • Experience in operating and influencing in a complex matric environments without line management authority
  • Knowledge & Skills

  • Languages : English is a must, Dutch and / or French
  • Relevant higher education in life sciences and / or economics or related discipline
  • Mid-level market access candidate profile, strong in strategy, internal and external stakeholder interactions, analysis, and implementation and follow up.

  • Strong business acumen
  • High levels of personal integrity, ethics and professionalism
  • Strong competence and capabilities according to a market access profile at a country level
  • Additional requirements

  • Full driving license and fit to drive
  • Ability to travel within country and within area NE (overnight stays may be necessary).
