The NCI Agency is currently seeking experienced Senior Project Manager (Risk) to enhance the Risk Management for the entire NSII Portfolio of Projects and Services.

  • You should have extensive experience as Risk Manager (including certified training) In addition, you will also have a strong ability to manage people and matrix teams;
  • as well as establish and maintain stakeholder relations.

    The Network Services and IT Infrastructure Service Line Chief is accountable and responsible to the DIS for planning and executing all lifecycle management activities for Network services and IT Infrastructure services (strategy, design, transition, operation and continuous service improvement including subject matter expertise, research and development, acquisition and logistic support) in the assigned C3 technical service areas.

    Role responsibilities

    The mission of the Senior Project Manager (Risk) is to enhance the Risk Management for the entire NSII Portfolio of Projects and Services.

    The Senior Project Manager will lead some flagship projects to build and document a quality reference for the NSII organisation to adhere to.

    The mission furthermore encompasses the adaptation and implementation of the Management Of Risk (M O RTM) best practice to NSII.

    This includes the identifying, mitigating and evaluating elements of risk which may affect business continuity and the overall operational effectiveness of the SL as well as NATO as a whole.

    Under the direction of the Service Line Chief (SLC), you will perform duties such as the following :

  • Planning, implementation and management of risk in accordance with the appropriate NATO regulations and NCIA policies and procedures;
  • Development of a robust and effective NSII Risk Management Plan, inclusive of Risk Management Strategy, Risk Register, Risk Improvement Plan, Risk Communications Plan, Risk Response Plan and Risk Progress Reports;
  • Initiation and implementation of risk strategies, analysis, and reports in relation to the SL Business Plan;
  • Execution of the necessary risk mitigation functions essential to the successful delivery of capability and services;
  • Delivery and management of a comprehensive and effective Business Continuity Plan;
  • Controlling and monitoring of the NSII Risk Mitigation funds;
  • Participation in other project management related activities;
  • Undertaking relevant technical support activities;
  • Deputizing for higher grade staff, if required;
  • Performing other duties as may be required.

    Person specification

    Qualifications required :

    You will be required to have A Master of Science (MSc) degree at a nationally recognised / certified University in a related discipline with 5 years post-

    related experience; or a Bachelor of Science (BSc) degree at a nationally recognised / certified University in a related subject with 7 years post-

    related experience. Exceptionally, the lack of a university degree may be compensated by the demonstration of particular abilities or experience (at least 12 years) of interest to the Agency.

    In addition, you must be Certified in risk and project management methodologies (PMI-RMP, PMP, PRINCE 2).

    Experience required

    You will be required to demonstrate at least 5 years’ experience relevant to the role. In addition, you must prove at least 3 years’ experience as a Risk Manager and ability to understand operational requirements and translate them into technical and / or implementation requirements.

    Prior experience of working in an international environment comprising both military and civilian elements and knowledge of NATO responsibilities and organization, including ACO and ACT, will be considered as a plus.

    Languages :

    A thorough knowledge of one of the two NATO languages, both written and spoken, is essential and some knowledge of the other is desirable.

    NOTE : Most of the work of the NCI Agency is conducted in the English language.

    Travel :

  • Business travel to NATO and national (NATO and non-NATO) facilities as well as frequent travel between the NCIA offices;
  • May be required to undertake duty travel to operational theatres inside and outside NATO boundaries.


    NCI Agency normally offers contracts of employment of a definite duration, not exceeding three years. Contracts may be for less than three years as required to support short-

    term projects, meet uncertainty with respect to the business outlook, staff performance and other factors.

    Definite duration contracts may be extended for further periods. When extending contracts, the following is taken into consideration :

  • Renewal is in the interest of the Agency.
  • Staff member's desire to remain with the Agency.
  • The financial situation provides sufficient funding for the post held.
  • The skills, competencies and behaviours, potential and work experience of the staff, versus the requirements of the Agency's work and / or availability of funding.
  • Staff member has served the Agency with performance to the required standard as defined by the Agency,
  • Staff member's deployability to operational theatre.
  • Serving civilian members of NATO will be offered a contract in accordance with the NATO Civilian Personnel Regulations.

    The first six months of definite duration contracts are a probationary period. During this period the staff member's work is assessed to ensure that he / she has the ability to carry out the duties of the post.

    At or before the end of the probationary period, the staff member will be notified in writing that the appointment is confirmed or terminated or, in exceptional cases, that the probationary period is extended.
