1.SUMMARY

  • The role of the Headquarters Project and Transition Office (HQPO / TO) is to support the political process and decision making regarding the construction of a new NATO Headquarters;
  • to represent the interests of National Delegations and tenant organisations in dealing with the Host Nation Project Management Team;
  • and to provide internal management control, both technical and financial, over the substantial capital investment process of the new Headquarters project.

  • The Project Engineer, under the guidance of the Project Manager, HQPO / TO, will be part of the project management team and will participate to the coordination between HQPO / TO and other stakeholders including : Host Nations;
  • neighbours; utilities and partner nations. He will participate to the overall planning, execution and co-ordination of the Building Z refurbishment project.

    The appointment is for a project post, expected to be completed on or around June 2019.

    2.QUALIFICATIONS AND EXPERIENCE

    The incumbent must :

  • possess a university degree in civil engineering, architecture or a closely related technical discipline;
  • possess at least 2 years of experience working on medium to large scale projects;
  • demonstrate experience in coordinating programmes and activities between disciplines, technical specifications, contract management activities and multiple stakeholders;
  • possess a thorough understanding of the NATO HQ international environment and related business processes and demonstrate the capability to work effectively within that environment;
  • demonstrate a sound knowledge of engineering, technical building disciplines and the construction industry;
  • demonstrate the ability to work independently on technical topics;
  • be able to discuss technical issues with ease in one of the official languages and have the proven ability to draft clear and concise reports;
  • be a competent user of Computer-aided Design (CAD) software, Microsoft Office applications, and familiar with project management software, such as Microsoft Project.
  • possess the following minimum levels of NATO’s official languages (English / French) : V ( Advanced ) in one; and III ( Intermediate ) in the other;
  • be able to access all areas of a large construction site.
  • DESIRABLE

    The following would be considered an advantage :

  • familiarity with the Belgian / European legislation on governmental contracting and on safety relating to building disciplines (including fire safety and environment);
  • the flexibility to work outside normal office hours in response to urgent requirements.
  • Project Management

    Assist the Project Manager on the overall planning, execution and co-ordination of the Building Z refurbishment project.

    Provide support on the technical documentation and specifications and coordinate, as required, with other HQPO / TO disciplines.

    Information Management

  • Maintain clear records of the Building Z project to support : partner and NATO requirements; technical documentation (studies, design and solutions);
  • financial and contract management; and the historical record of the project. Maintain the project related documentation-

    set, i.e. the project mandate, plan, risks and issues registers, schedule, communications plan, quality reports, cost control and procurement planning.

    Prepare detailed planning documentation for the Building Z project Keep the HQ Project Office fully aware of all aspects of the refurbishment of Building Z.

    Planning and Execution

    Assist the Project Manager in the design and construction contracts, overseeing adherence to contractual arrangements by the suppliers, i.

    e. execution, quality of work and delivery times.

    Stakeholder Management

    Coordinate between : NATO and Partner Nations, the Belgian Delegation at NATO (BELOTAN) and the Belgian Project Management Team for the New NATO HQ on matters related to the Building Z refurbishment.

    Collaborate with International Staff (IS) elements and partner nations to assess work requirements and technical specifications.

    Liaise with external contractors, architectural and construction firms and suppliers as necessary. Work with Procurement Service to develop project estimates, procurement strategies and calls for bids.

    Expertise Development

    Assist the Project Manager on aspects of the Building Z Programme.. Assist in the development of policies related to the planning, execution, reception, and handover of Building Z, as required.

    Financial Management

    Prepare regular financial input on the Building Z project budget.

    Perform any other related duties as assigned.

    4.INTERRELATIONSHIPS

    The Building Z Project Engineer is, directly responsible, under the Project Manager, HQPO / TO, for ensuring that the Building Z project is completed on time and within budget.

    He / she will also participate to the preparation of routine reports to be submitted to the Building Z Project Board. He / she will coordinate with other HQPO / TO Disciplines, the Executive Management Division, BELOTAN and the Host Nation Belgium, as required and will work closely with NATO HQ Procurement Services to ensure acquisitions are conducted in conformity with existing rules and regulations.

  • 6. CONTRACT :

    Contract to be offered to the successful applicant (if non-seconded) : Definite duration contract of 1 year; possibility of renewal for up to 30 / 06 / 2019.

    Contract clause applicable :

    This post is required for a limited period to support a Headquarters Support and Transformation project. As employment in this post is of limited duration, the successful applicant will be offered a definite duration of 1 year contract, which may be renewed for a period up to 30 June 2019, if required to support this project.

    If the successful applicant is seconded from the national administration of one of NATO’s member States, a definite duration contract will be offered, which may be renewed up to 30 June 2019, if required to support this project, and subject also to the agreement of the national authority concerned.

    Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.
