Ariadne, the E-health Unit , supervises the collection, processing and use of medical data for MSF Operational Center Brussels (OCB).
The unit is part of the Medical Department and provides data management support to the Operations in the field and Brussels Headquarter (HQ).
The support provided is aligned with the projects’ objectives, ambitions and demands, and to MSF OCB’s overall ambitions as described in the Operational Prospects.
The unit’s goal is to provide a broad and consistent way to come up with good quality data in the field, with a good balance between tailor-made (through relevant and usable short-term support) and standardized systemic electronic tools.
Health information management comprises a whole series of activities and responsibilities which start with data collection in front of the patient, the use of electronic databases, until the production of analyses which can be used by clinicians, epidemiologists and operational managers to guide clinical activities and humanitarian operations.
Operational and medical, humanitarian and strategic intelligence is produced out of relevant, clean, quality project data.
An Electronic Medical Record (EMR) solution is deployed to answer to the operational needs for data collection and needs at the service provider level in OCB : to improve patient care by making medical information available across all medical and support services and over time.
Implementations can be indicated for health structures with a complex or multidisciplinary patient flow or for the follow-up of chronic diseases (TB, HIV, etc.
To have the most appropriate solution for any given field project, a thorough analysis of specific needs must be done in the field and a well-defined choice between multiple options made.
For the deployment of EMRs, MSF works with Bahmni and OpenMRS, which are related Open Source Software (OSS) solutions. This requires MSF to participate in their respective communities to follow up new evolutions and to assure developments are in line with field requirements.
On the other hand, a solid replicable solution requires some centralization while maintaining close interaction with field projects and to balance specific demands with the aim to implement standardized approaches.
Also, in many of the contexts where we apply EMRs a technical support is needed beyond the adoption phase to support continuous development and user adoption.
A multidisciplinary team supports the EMR role out in headquarters. Between medical department supporting content and validated use, ICT department for software development and hardware solutions, data protection experts etc.
For the EMR product owner, we are looking for a person who is familiar with software architecture, with an EMR administrative role, is a team player and can help to drive tool adoption strategy supporting a long-term vision.
RESPONSIBILITIES
The EMR product owner assures that MSF’s adopted software solution is continuously improved via upgrades, expansions and other technical developments, for example analytic functions, and this in close collaboration with the EMR team, field projects, ICT and vendors (where necessary).
