Scope of work
As a Project Sourcing Specialist, your main missions will be to :
Liaise closely with the Purchasing Lead and global sourcing team.
Prior to execution phase : Assist the project in the development of sourcing strategies, taking into consideration project location, size and technical characteristics, production costs, transportation lead times, quality and other risks specific to each sourcing country.
Ensure that the project capital procurement decisions can be made based on well planned procurement strategies.Develop a recommended supplier list for the project and define the supplier selection matrix (supplier capability validation, quality system in place, facilities, etc.
Assist with drafting of purchasing and contracting strategies including possible price basis and supplier selection strategies to be included in the Project Execution Plan (PEP).
Assist our Purchasing Lead with the prequalification process.Prepare and manage throughout the processes the different Request for Information (RFI) and Request for Quotation (RFQ) to identify and select suppliers.
Support our engineering team during the technical clarifications and evaluation process.Lead supplier negotiations and commercial evaluation.
Develop effective sourcing risk mitigation strategies and control plan.
During the execution phase : Assist the Purchasing Lead with the finalized bidders list by package.Supervise the effective capture of supplier knowledge data with regards to prequalification, bidding performance evaluation, execution performance evaluation, and purchase order / contract characteristics (content, value, etc.
Transfer learning from actual project into the update and maintenance of Global Sourcing.If applicable, evolve to a position of Project Purchasing Buyer (manage RFQ to Purchase Order process).
Qualifications / Background
Extensive experience in capital project environment, specifically purchasing of project materials (tagged, engineered and bulk items).
In-depth, worldwide knowledge on certain key sourcing categories used in ours capital projects (special alloy material, pressure vessels, heat exchangers, pumps, valves, electrical equipment, cables, tanks, piping, modules etc.).
Experience in modularized equipment, skids and packaged equipment sourcing.
Excellent communication skills, both verbal and written in English and French.
Negotiation skills, high level of critical and conceptual thinking skill and support analytical tools.
Strong skills in and knowledge of overall project implementation management processes.
Demonstrated knowledge base related to market conditions, both local and worldwide on commodities, metals (ferrous / non-
ferrous, precious, etc.) and currencies.
Good knowledge of and experience with International Commercial Terms (INCOTERMS) as well as practical knowledge of freight forwarding and clearance requirements and processes and appropriate legislation.
Good understanding of procurement processes and corporate governance principles.
Experience with materials management and related activities.
Experience with, and an excellent understanding of, purchasing / contracting strategies, drafting and execution thereof.
Minimum 7 years experience.
Bilingualism (English and French).
