For the EU Commission in Brussels we are looking for an Application Architect with at least 9 years of relevant work experience.
The services to be provided are at the level APPLICATION ARCHITECT, with experience in the technical environment mentioned below.
The tasks will be the following :
Architecture and design of information systems
Review of the architecture of existing systems
Design and development of architecture components and building blocks
Analysis of the integration of different information systems
Data analysis and data modelling
Coordination of the implementation of the technical architecture
Technical interface between the project leaders and the developers
Production of software architecture documents
Participation in technical working groups, progress meetings and meetings with the users
Assistance during relevant parts of testing, analysis, technical documentation, deployment, evaluation and reporting
Knowledge and skills
Good knowledge of Service Oriented Architecture
Good knowledge of applications design
Good knowledge of modelling tools
Good knowledge of Enterprise Architecture
Good knowledge of Relational DBMS
Good knowledge of business process analysis
Knowledge of interoperability technology (e.g. web services, message oriented middleware, service oriented bus)
Good redaction skills
Ability to give technical presentations
Ability to apply high quality standards
Ability to cope with fast changing technologies used in application architecture and design
Ability to participate in multi-lingual meetings, good communication skills
Capability of integration in an international / multi-cultural environment.
WORKENVIRONMENT / CONDITIONS
Education and Experience
Level of education corresponding to Level 7 of the European Qualifications Framework (which typically corresponds to a master’s level or 5 years of higher education)
Minimum 9 years of IT professional experience
Minimum 4 years’ experience in business process analysis
Minimum 4 years’ experience in modelling tools
Experience in IS consulting and studies
Proven experience with quality and security procedures
Optional specific expertise
Minimum a total of 3 years of experience with one or more of the following : business analysis tools (e.g. Aris), modelling tools (e.
g. UML) or project methodologies (e.g. RUP)
Experience on projects
Proven experience in business modelling, and familiarity with the conduct of organizational change and / or IT implementation project management
Need technical or methodological leadership. This is a position with high impact, dealing with applications that are used by several DGs.
Knowledge of the Commission procedures (in particular regarding proposal submission and participant registration) will be an asset.
Need experience in managing user groups and supporting users in order to conclude appropriate added value decisions for orientation of the IT developments.
Capability of integration in an international / multi-cultural environment, rapid self-starting capability and experience in team working are mandatory.
Ability to participate in multi-lingual meetings (FR-EN), good communicator
Fluent in English, knowledge of French will be an asset

The person selected will be working full time with the project leader who is officially responsible for the applications from the Commission perspective.

g. Java, J2EE, web 2.0)
Minimum 2 years of experience with HTML and XML / XSL data representation languages)
